The Office of the Secretary to the Sangguniang Panlalawigan (OSSP) of Misamis Occidental welcomes the brand new year with fervor. 2015 holds so much promise for the Organization and brings about a greater challenge to top last year’s (2014) accomplishments. It is, more than ever, committed to perform better. As it moves forward towards the achievement of its goals, the OSSP endeavors to promote excellence and uphold good governance and quality legislation. Duly supported by the lady Vice-Governor Hon. Aurora Virginia M. Almonte, the good Office launched an annual “Performance Awards” to recognize the efforts of Legislators as well as to encourage a healthy competition among contemporaries and peers to further boost the performance level of the Sangguniang Panlalawigan.

“We used to hold our Recognition Ceremony every end of term (3 years) but then we realized that it only gives merit to the awardees and no chance for the non-awardees to make-up and get a shot at winning an award…unless they get re-elected,” Atty. Irene T. Zapatos (Secretary to the Sanggunian) explained. “So we came up with the idea of an annual Performance Awards or a mid-term Performance Awards, at the very least to provide equal opportunity for our Legislators to demonstrate brilliance and prowess in their craft,” she added.

The concept finally materialized last February 12, 2015 at the Provincial Cultural and Farmers’ Training Center, Capitol, Oroquieta City. The Awarding Ceremony was integrated in the Sangguniang Panlalawigan’s Regular Session. It started briefly, right after the Presiding Officer, Vice-Governor Almonte’s “Call to Order” when she gave the Rationale and declared a recess to make way for the Program.

The affair was attended by the entire staff of the OSSP, the Board Members headed by the Vice-Governor with their respective Legislative & Administrative staff, different Heads of Office from the Provincial Government of Misamis Occidental (PGMO) and some National agencies and the Provincial Governor, Hon. Herminia M. Ramiro, who addressed the crowd with a heart-warming inspirational message. Highlights of the Year 2014 were presented via an audio-visual presentation before the audience, after which the actual Awarding Ceremony ensued.
