Vice-Governor’s Solidarity Message: Public Hearing on the Proposed Ordinance No. 30-16 An Ordinance Enacting the Drug-Free Workplace Program of the Provincial Government of Misamis Occidental

The Honorable Provincial Lady Governor, Hon. Herminia Ramiro, represented by our Provincial Legal Officer, Atty. Ricardo “Ric-Ric” Lumantas; our Provincial Administrator, Engr. Henry Ken Regalado; the sponsoring Committee of this public hearing, the Committee on Dangerous Drugs and Other Related Substances, steered by its dynamic Chairperson, Hon. Dan Navarro; his equally dynamic Vice-Chair, Atty. Lel Blanco, so with its competent members, the Hon. Tito Decina, Hon. Pipit Ty, and Hon. Dodge Cabahug, Sr.; other Board Members present, Hon. Mena Luansing, Hon. Emeterio Roa, Sr., Hon. Richard Centino, and Hon. Zaldy Daminar; Police Superintendent Elias Hampak; our resource persons, department heads, administrative officers, the representatives of the rank and file employees of the Provincial Government; guests, ladies and gentlemen, good morning!

Technology has brought about a phenomenal change in our way of life. Though we believe it could make our lives easier and even happier, we were also aware that it could equally create some negative consequences. However, it is sad to say that we never thought of the severity of its negative impact and the misery it has brought to our lives. Dear fellow public servants, I am referring to the damaging use of technology in online or e-commerce readily available at our fingertips through our cellphones, the Global Positioning System or GPS, making possible the use of unmanned gadgets like drones in making clandestine deliveries of illegal drugs, giving rise to what they call the “faceless drug transaction”. This, added to the perennial causes of illegal drug use, has now created a nightmare. The drug web has become so complex and seems to be insurmountable. With this magnitude, we do not wonder why every grain in our institution and society is shaken. Not only in our country, but throughout the world. It is a common knowledge that the drug problem is rampant, however, with what is happening around us and with what we see and hear everyday from the media, as a result of President Digong’s intensified campaign against illegal drugs, we have awakened to the terrifying reality way, way beyond what we have thought of. It is in this context, I believe, that as one household, no less than our beloved Ma’am Hermie, our doting mother, has initiated in ensuring a drug-free workplace in the provincial government. The Sangguniang Panlalawigan, being a member of this household, shares this responsibility. Thus, this public hearing.

The speedy submission of this Ordinance Enacting the Drug-Free Program of the Provincial Government of Misamis Occidental for public hearing is a manifestation of this Sanggunian’s support and solidarity with the Executive for the realization and success of this Program. Likewise, your presence this morning in this public hearing is your own way of manifesting support. I am looking forward to a healthy and fruitful exchange of ideas as we go over the provisions of this Ordinance. I am confident that with your support and cooperation, it would not be too far to make the Provincial Government household a drug-free, happy, and safe workplace.
