Vice-Governor’s Solidarity Message: Public Hearing on the Investment and Incentive Code of Misamis Occidental

My respect to the Honorable Provincial Governor, Herminia Ramiro; the Committee on Commerce, Trade, Industry, Labor and Employment of the Sangguniang Panlalawigan, ably chaired by the Hon. Pablo Stephen “Pipit” Ty; so with the Vice-Chair, Hon. Tito B. Decina; the able members, Hon. Zaldy Daminar, Hon. Emeterio B. Roa, Sr., and the Hon. Dodge Cabahug, Sr.; the very dynamic members of the Technical Working Group (TWG) in the drafting of the Incentive and Investment Code of Misamis Occidental who are also our resource persons today; that despite our very busy schedule, you made room in your jam-packed schedule just to be with us this morning. For that, I am personally grateful! The Chairpersons of the respective Committees on Commerce of the Sangguniang Panlungsod and Sangguniang Bayan in our Province, representatives of establishments, resorts, transport group, representatives of the NGOs, POs and CSOs, guests, friends, ladies and gentlemen, good morning!

Last March 10, or less than a month ago, the Sangguniang Panlalawigan, through the Committee on Tourism, chaired by Hon. Gerard Hilarion Ramiro submitted for public hearing the Proposed Toursim Code of Misamis Occidental. That was the 5th public hearing conducted by this Sanggunian through its standing committees since its assumption of office last July 2016. Please allow me to say this, I just have to say this being the Presiding Officer, that I feel proud of this Sanggunian, and it is an honor and privilege leading this working Sanggunian. And so, here we are again, on the occasion of the 6th public hearing and this time we are submitting to you the Proposed Investment and Incentive Code of Misamis Occidental. I want to congratulate the Committee on Commerce, Trade, Industry, Labor and Employment of the Sangguniang Panlalawigan, competently chaired by the Hon. Stephen “Pipit” Ty.

It is said that the Philippines is one of the fastest growing economies in Southeast Asia, the latter being the most dynamic region in the world. I am sure, in one way or another, we see the growth of our economy even by just looking around in our local setting. But, of course, we don’t want to be left out in the midst of our country’s fast growing economy. In this respect, the Proposed Investment and Incentive Code is this Sanggunian’s contribution recognizing that investment plays a prominent role in economic development. It is hoped that this piece of legislation will provide a more business-friendly environment, open opportunities to strengthen trade and investment, investments that could create long-term sustainability of our economy and generate positive effects in our Province and our constituents.

For sure, competition will be very stiff because each province is doing its best to woo investors, and this is only one of the challenges that we have to face. However, I am confident that we will rise to the challenge because we have abundant resources around – human resource and business opportunities.

As leaders, and even as an ordinary citizen, I believe, we share in our desire to improve the lives of the people in our Province, and that desire is seen in your presence today. Please accept my heartfelt thanks.
